Talk to Loop is looking for a People, Culture and Finance Manager based in The Netherlands

Country: The Netherlands, ideally in The Hague.

Location: Work from home and/or in our offices in The Hague.

Salary: Approx. €60,000 per year.

Job Type: Full time.

Working Times/Zones: 40 hours per week (flexible hours)

Travel Required: Some travel for meetings within the Netherlands or Europe may be required.

Role Overview

We are seeking a self-motivated and experienced People, Culture, and Finance Manager fluent in Dutch and English to oversee key support functions at Talk to Loop.

As the People, Culture, and Finance Manager, you will:

  • Ensure the sustainable and effective use of our financial resources and people operations. You will contribute to the shaping of Talk to Loop's future financial strategy, ensuring we remain transparent, efficient, and uphold the highest standards of integrity.
  • Additionally, you will contribute to Talk to Loop’s employee engagement strategy, by managing recruitment, overseeing contract administration, and fostering an inclusive organisational culture.

Ideal candidates will have a degree in Finance, Human Resources, Business Administration, or a related field, with at least 5 years of relevant experience.

This role requires the right to live and work in the Netherlands and involves managing financial operations, donor reporting, human resources, recruitment, policy oversight, and administration.

Expected Tasks:

Strategic Financial Leadership

Develop and regularly revise a long-term financial strategy to support the charities objectives. Compile annual operating budgets for financial forecasting.

  • Prepare accurate and timely financial budgets, actuals, forecasts and recommendations to inform decision-making processes, improvements and efficiencies.
  • Act as the primary interface between country teams, consultants and others on financial matters.
  • Ensure the development and implementation of robust financial policies to guide decision-making. Monitor and report on compliance to the policies across all team members.
  • Plan and manage cash flow and working capital to support operational needs at the country and global levels.
  • Develop budgets for fundraising proposals in coordination with the Fundraising and country teams.
  • Manage donor financial reporting as required.

Accounting Services

  • Plan and control income and expenditure to maintain financial stability.
  • Maintain accurate records to meet external, legal, and tax requirements in the Netherlands as well as donor requirements.

Stakeholder Engagement

  • Establish and maintain positive relationships with banks, funders, and other relevant bodies.
  • Provide timely advice on business income generation initiatives and performance analysis.

Procurement and Payroll

  • Lead the development, implementation, and monitoring of effective procurement systems and procedures.
  • Oversee payroll management to ensure accuracy and compliance.

Statutory Compliance & Risk Management

  • With support from our Accounting firm, ensure timely preparation of statutory annual accounts for consideration by the Governing Board.
  • Fulfil Company Secretary responsibilities, including submission of external reports to charity authorities in the Netherlands if required.
  • Ensure appropriate insurance cover is in place for all organisational requirements.
  • Align and monitor contracts with staff, contractors and others are up to date, protect the charity and are implemented accordingly.
  • Oversee the filing and management of the Loop data, finances and reporting to high standards for smooth auditing.
  • Manage external reviews of the finances, including audits as required by the Loop Lead, Governance or donors/ investors.

Staff recruitment and talent retention

  • Provide strong strategic leadership to the country teams, fostering a culture of accountability, collaboration, and continuous improvement between Country Teams and the Tech Development team.
  • Manage the recruitment of new roles across the organisation. Ensuring contracts meet legal standards, ensure equity and retain top performing talent.

Team well being, Performance and Risk Monitoring, Management and Reporting

  • Promote a supportive work environment that prioritises the wellbeing and mental health of team members.
  • Support line managers to monitor and manage performance of team members in all country staff teams, ensuring optimal role alignment and competency for effective organisational function.
  • Support Country Leads to manage performance of their team members

Cultural Sensitivity and Inclusivity

  • Foster a culture of diversity, equity, and inclusion within the operations team, respecting and valuing different perspectives and backgrounds.
  • Promote cultural sensitivity and awareness to bridge cultural gaps and foster a collaborative global workforce.

Candidate Profile

  • Experience: A minimum of 5 years in Finance, Human Resources, and/or Business Administration.
  • Eligibility: Possession of a valid Dutch work permit.
  • Leadership: Demonstrated success in managing diverse teams across multiple geographical regions.
  • Process Improvement: Proven expertise in driving process improvements, enhancing operational efficiency, and managing HR functions.
  • Language Skills: Proficiency in both English and Dutch is essential.
  • Communication: Strong communication and interpersonal skills, with the ability to engage effectively with stakeholders and mentor staff on financial compliance.
  • Attention to Detail: High level of accuracy and precision in financial analysis and reporting.
  • Strategic Vision: A strategic thinker with the capability to develop and execute long-term financial strategies.
  • Team Wellbeing Focus: Dedicated to fostering a supportive, inclusive, and culturally diverse work environment that prioritizes team wellbeing and performance.

Desirable Qualifications

  • Sector Experience: Experience in the humanitarian or development sector is highly desirable.
  • Financial Expertise: Demonstrated success in financial management, budgeting, and forecasting within the humanitarian and/or development sector, including expertise in managing budgets, applications, and reporting to entities such as the EU, UN Agencies, BHA, and others.
