Talk to Loop is looking for a Finance, Donor Reporting & Compliance Manager based in The Netherlands

This is a flexible, part-time position.

Role Overview

As the Finance Lead at Loop, you will play a pivotal role in ensuring the financial health and sustainability of the charity. You will be responsible for providing expert financial advice to the CEO and Governing Board, managing financial operations, donor requirements and overseeing compliance with legal and tax requirements. Your strategic insights and meticulous financial management will contribute to Loop's mission of revolutionising accountability in the humanitarian and development sectors and running a sustainable efficient charity.

Country: The Netherlands, ideally in The Hague.

Location: Work from home or the Humanity Hub in the Hague.

Salary: Approximately Euro 50,000 full time pro rata per annum.

Job Type: Part-time permanent (subject to funding)

Working Times/Zones: 10 hours per week (flexible hours)

Travel Required: Some travel for meetings within the Netherlands or Europe may be required.

Management Responsibilities

Reports to: Global Loop Lead

Direct reports: 2 (Finance Assistant, Finance Volunteer)

Indirect relationships: Country Leads, Fundraising, Business Development

Expected Tasks

Strategic Financial Leadership

  • Develop and regularly revise a long-term financial strategy to support the charities objectives. Compile annual operating budgets for financial forecasting.
  • Prepare accurate and timely financial budgets, actuals, forecasts and recommendations to inform decision-making processes, improvements and efficiencies.
  • Act as the primary interface between management and the Governing Board on financial matters.
  • Act as the primary interface between country teams, consultants and others on financial matters.
  • Ensure the development and implementation of robust financial policies to guide decision-making. Monitor and report on compliance to the policies across all team members.
  • Plan and manage cash flow and working capital to support operational needs at the country and global levels.
  • Develop budgets for fundraising proposals in coordination with the Fundraising and country teams.
  • Manage donor financial reporting as required.
  • Mentor and work closely with the Loop Finance Admin Lead.

Accounting Services

  • Plan and control income and expenditure to maintain financial stability.
  • Maintain accurate records to meet external, legal, and tax requirements in the Netherlands as well as donor requirements.

Stakeholder Engagement

  • Establish and maintain positive relationships with banks, funders, and other relevant bodies.
  • Provide timely advice on business income generation initiatives and performance analysis.

Procurement and Payroll

  • Lead the development, implementation, and monitoring of effective procurement systems and procedures.
  • Oversee payroll management to ensure accuracy and compliance. 

Statutory Compliance & Risk Management

  • Ensure timely preparation of statutory annual accounts for consideration by the Governing Board.
  • Fulfil Company Secretary responsibilities, including submission of external reports to charity authorities in the Netherlands if required.
  • Ensure appropriate insurance cover is in place for all organisational requirements.
  • Align and monitor contracts with staff, contractors and others are up to date, protect the charity and are implemented accordingly.
  • Oversee the filing and management of the Loop data, finances and reporting to high standards for smooth auditing. 
  • Manage external reviews of the finances, including audits as required by the Loop Lead, Governance or donors/ investors.

Person Specification

  • Qualified accountant with experience in financial leadership roles in the Netherlands, who holds a valid dutch working permit.
  • Strong understanding of financial reporting standards and statutory compliance.
  • Proven track record in financial management, budgeting, and forecasting in the humanitarian and or development sector, including management of budgets, applications and reporting to the EU, UN Agencies, BHA and others.
  • Excellent communication and interpersonal skills for stakeholder engagement. Ability to support and mentor staff on compliance with financial management.
  • Ability to work independently and collaboratively in a dynamic environment, remotely.
  • Meticulous attention to detail and accuracy in financial analysis and reporting.
  • Strategic thinker with the ability to develop and implement long-term financial plans.
  • Experience in the humanitarian or development sector is desirable.
  • Languages: Fluent English and Dutch required, French desirable.
