Location: Ideal candidates hold a valid working permit in either The Netherlands or the UK. Candidates in other locations are welcome to apply but the recruitment would depend on finding local hosting arrangements

Location: Work from home or, if in The Netherlands, from the Humanity Hub in The Hague.

Salary: A starting salary of EUR 60,000 per annum (depending on experience)

Job Type: Full-time permanent (subject to funding)

Working Times/Zones: 40 hours per week / Central European Time.

Travel Required: Some occasional travel for meetings may be required.

Reports to: Global Loop Lead

Supervises: Senior Software full stack Engineer (3+)

Indirect relationships: Sensitive Feedback Lead, User Experience and Quality Assurance Lead, among others.

Position Overview

Lead both technical architecture and product strategy for a humanitarian feedback platform that connects crisis-affected populations with aid organisations through multiple channels (web, voice/SIP IVR, WhatsApp). This dual tech lead/ head of product role requires hands-on technical leadership combined with strategic product management in the humanitarian technology space.

Core Responsibilities

Technical Leadership

  • Architect and maintain multi-language codebase (TypeScript, Python, JavaScript) using Angular and NestJS frameworks
  • Manage infrastructure as code using AWS CDK and Terraform
  • Oversee integration with third-party services (Mailjet, Webflow, Twilio) and physical Session Border Controller for SIP trunking with mobile network operators
  • Establish and enforce software development lifecycle processes
  • Design and implement multi-channel feedback systems handling both general feedback and sensitive reporting (sexual exploitation, corruption)
  • Perform code reviews, system architecture decisions, and technical debt management

Product Management

  • Own product roadmap development and backlog prioritization
  • Conduct stakeholder management across humanitarian organizations and country operations
  • Lead user research and testing in crisis environments with diverse user profiles (including low-literacy, low-tech users)
  • Define feature requirements and technical specifications
  • Manage platform analytics and data-driven product improvements

Team and Vendor Management

  • Line manage a growing team of developers
  • Manage engineering consultants and delegate technical work
  • Oversee vendor relationships and contract management
  • Write technical specifications and terms of reference for external development teams
  • Coordinate with local technology providers in partner countries

Compliance and Security

  • Ensure GDPR compliance and data privacy standards
  • Coordinate security audits and penetration testing
  • Manage data protection impact assessments
  • Oversee platform security across multiple deployment environments

Required Experience

  • Evidenced experience of positively leading a development team, managing workflows and communicating clear with the product owner
  • 5+ years combining software engineering and product management roles
  • Proven experience with TypeScript/JavaScript, and modern web frameworks
  • Infrastructure as Code experience (AWS CDK, Terraform, or similar)
  • API integration and third-party service management
  • Voice/telephony systems and SIP protocol knowledge
  • Multi-channel platform development (web, mobile, voice)
  • Vendor and consultant management in technical contexts

Technical Requirements

  • Full-stack development capability across the specified tech stack
  • Cloud infrastructure management (AWS)
  • Integration experience with communication platforms (Twilio, WhatsApp Business API)
  • Understanding of mobile network operator integration
  • Database design and management
  • Security best practices implementation

Context-Specific Skills

  • Experience building technology for low-resource environments
  • Understanding of humanitarian/development sector constraints
  • Cultural sensitivity for international deployments
  • Experience with platforms requiring high availability and data sensitivity
  • Ability to work with non-technical stakeholders in crisis contexts

Leadership Competencies

  • Ability to build and manage a strong team
  • Ability to efficiently delegate specific tasks to consultants on an adhoc basis
  • Strategic thinking combined with hands-on execution
  • Ability to balance competing technical and business priorities
  • Cross-cultural communication and remote team management
  • Problem-solving in resource-constrained environments
  • Ethical decision-making regarding sensitive data and vulnerable populations
